Phil is a dedicated public servant with a deep commitment to improving the lives of residents in his community and the City of Sacramento. Phil believes that service to the community is vital to help solve the problems of our neighborhoods.
For the last eight years, Phil has served as an appointee to the Sacramento Planning and Design Commission working to shape Sacramento’s growth to benefit residents and businesses.
He served on the board of the River Park Neighborhood Association for six years as a tireless advocate for safety, protecting the American River, and public amenities in his neighborhood.
In addition to public service, Phil is a project manager for UC Davis Health, where he works to expand and improve the health care system serving the Sacramento region.
Phil has been dedicated to the education of his children. Both of his children attended local public schools where he took an active role on the school SITE council, curriculum committee, and coached youth soccer.
Phil is married to his best friend Toni for more than 20 years and has two children who are now adults.
In his spare time, Phil enjoys riding his bike along the American River trail and exploring the many fantastic local eateries around Sacramento.

Caleb Greenwood School Site Council
I served as Vice President of the Caleb Greenwood School Site Council to actively participate in my children's education and ensure that the school community was working together to provide the best possible learning experience.
Sacramento City Unified School District Bond Oversight Committee
I collaborated closely with an independent auditor to ensure that bond funds were being spent responsibly on school facilities and classroom improvements, and conducted research, surveys, and site visits at the district and school site level to ensure accountability.
City of Sacramento Redistricting Citizens Advisory Committee
As a member of the 2011 Sacramento Redistricting Citizens Advisory Committee, my role was to foster public engagement and ensure the creation of fair and equitable district maps.
River Park Neighborhood Association
I served as the President of the River Park Neighborhood Association, where my main focus was to tackle neighborhood issues and establish a productive dialogue with our elected officials.
Rebuild McKinley Park Playground Steering Committee
I served on the project steering committee to rebuild the McKinley Park Playground. I facilitated public engagement in the design process to ensure sufficient resources were available.
City of Sacramento Planning and Design Commission
I served on the Planning and Design Commission to facilitate public engagement in the public planning, design and entitlement process.
Contributions to Phil Pluckebaum for City Council 2024 are not tax deductible. Chapter 2.13 of the Sacramento City Code limits the amounts that a contributor may give to a candidate for a City Council position for a primary, general or special election. Generally, a contributor other than a large political committee may not give more than $2,050 to a candidate for a City Council position for a primary, general or special election, while a large political committee may not give more than $6,800 to a candidate for City Council for a primary, general or special election. Chapter 2.13 contains certain other rules that may affect the amounts that an individual contributor may give. Please read Chapter 2.13 before making a contribution to my campaign.
